HCP Associates Delivers Annual Report for Tampa Community Redevelopment Agency
TAMPA, Fla. (April 21, 2025) – HCP Associates, a Tampa based research, strategy and marketing consultancy, has completed and released the 2024 Annual Report for the Tampa Community Redevelopment Agency (CRA). The full document—available at https://www.tampa.gov/sites/default/files/document/2025/tampacra2024annualreport.pdf —captures a year of robust investment and community engagement across the city’s nine distinct Community Redevelopment Areas, from the Channel District waterfront to the historic avenues of Ybor City.
Working closely with Tampa CRA staff, HCP’s multidisciplinary team synthesized financial data, project dashboards and community outreach findings into a concise 60-page narrative and graphics suite. The report spotlights 44 projects launched, eight advanced and 16 completed in fiscal 2024, with housing initiatives leading the charge. Highlights include citywide rollout of the Housing Rehabilitation & Renovation Program, which includes emergency roof repair grants for East Tampa homeowners, and downpayment loans that helped 30 first-time buyers secure homes within redevelopment districts.
Economic advancement milestones feature the debut of a streamlined commercial grant model and its innovative Legacy Credit, a 2024 Florida Redevelopment Association award winner that lowers matching requirements for longstanding business owners. Capital investments include the Florida Aquarium expansion, “quickbuild” streetscape upgrade on West Tampa’s Main Street, and a relocation and enhancement of Downtown’s Riverwall art installation.
Quality of life projects round out the year: conceptual design for Drew Park’s first neighborhood park, Phase 1 bricking of Ybor City’s celebrated Seventh Avenue, and a feasibility study to extend the Riverwalk east of Beneficial Bridge.
“Our task was to transform a complex mosaic of numbers and neighborhood stories into a report the public could grasp at a glance,” said Jack Smith, Research and Communications Associate at HCP Associates. “The finished piece shows how targeted redevelopment investments are generating tangible returns for households and businesses across Tampa.”
Printed copies of the report can be requested through the Tampa CRA office; a digital version is hosted on the City of Tampa website.
